*"In-State" and "Out-of-State" tuition is applicable to only state run schools (Public universities). Private universities have one fees for all.

There have been students who claimed that once they got a $1000 scholarship from a state university, they immediately were eligible for "in state" tuition which have half the tuition fees.

We do not anyone first hand who did this but look at below video where someone has claimed to have received this waiver in Texas

Few folks feel that the criteria will change from school to school and departments within schools. But your target should be to get assistant-ship (which will include full fee waiver + some additional amount to survive)!
