YES! If you are doing poorly at GRE (e.g. 130's kind of score), then you still have a future - Though it may likely be OUTSIDE THE USA. HOWEVER, YOU HAVE TO PUT EXTRA EFFORTS to identify such places.
Go through any one ranking (Google for rankings).
EXAMPLE: QS RANKING: http://www.topuniversities.com/qs-world-university-rankings
Step 1) Get the Ranking's.
Step 2) Choose One University. Go to its website. Go to your field/department.
Step 3) Find out their admission requirements. For example Test Scores (GRE/ GMAT/ TOEFL), Statement of Purpose, Research Proposal, etc.
IF POSSIBLE: find which FACULTY shares your research interests.
Step 4) Put all this information in an excel sheet Columns can be:
Sl.No Name of University Website Admission Requirements. Faculty-Research Interests
WITH THIS YOU WILL KNOW WHICH UNIVERSITY DOES NOT REQUIRE TEST SCORES --- GRE/GMAT/LSAT etc.
Complete this exercise for SAY the top 100 Universities in the QS list

1) If your research area is say "environmental research" then type in Google - "environmental research University of Columbia".
Then study the links to identify the names of FACULTY IN THAT UNIVERSITY who share research interests with you.
2) To start with you can avoid Faculty + Research Interests --- JUST FOCUS ON ADMISSION REQUIREMENTS, Once U identify Universities without GRE/GMAT THEN FOCUS ONLY ON THOSE FEW UNIVERSITIES.

WARNING: If the University does not have GRE/GMAT requirement then MOST LIKELY the standards may be much lower than US Universities. However, you can trust the Top Universities in the Rankings, they may have good programs.
In addition, such Universities may ask for Other things such as Research Proposal. Etc.

I also want to get admission in my favorite law university. And so looking for LSAT Logic Games online. Don’t want to cram the question answers. Rather interested in understanding the key points and attempting the exam accordingly. I know these tips would be helpful in further studies also.
