Post doc is purely dependent on Professor. University has very little role to play. You will have to visit University website to find the professor who is working in your area of work and approach him/her. There are certainly enough opportunities for this in USA. International publications are highly valued for Post Doc.

Usually once the professor approves, University sends you I20 and you go for J1 visa.

The good time to send emails or approach professors is after proposal.
