Some universities give deadlines like
Example: Carnegie Mellon University has "Round 1 - Till 1st December", "Round 2 - Till 1st March" etc.
As a rule of thumb, Round 1 has the highest number of seats available and hence you have maximum chance of securing a seat in Round 1. It is recommended to apply in Round 1 (as early as possible). If you already have the GRE & TOEFL scores and SOPs drafted, send your application before Round 1 deadline.
